The Department of Housing (DOH) administers support programs for renters across Connecticut. We aim to provide subsidies to assist very-low-income families afford decent, safe, and sanitary housing in the private market. We do this through:

  • Section 8 Housing Choice Voucher Program
  • Rental Assistance Program (RAP)
  • Security Deposit Guarantee Program
  • Support programs for the elderly and disabled

If you or someone you know is at risk of having to leave their home and having nowhere to stay, call 2-1-1 and press option 3 to speak with a 2-1-1 Housing Crisis Specialist. The line is open Monday through Friday, 8:30 a.m. - 4 p.m.

2-1-1 serves as the front door into Connecticut's Coordinated Access Networks (CAN). Through CAN, we work with partner organizations to help individuals and families experiencing (or at risk of) homelessness get emergency housing and support services.

Section 8 Housing Choice Voucher Program

This federal program provides a rental subsidy to help eligible households afford a safe and decent place to live. You may qualify if you are a low-income household, a senior, or a person with a disability.

Note: The Connecticut Section 8 waiting list is currently closed. We will post updates here as soon as it opens again.


Rental Assistance Program (RAP)

This state-funded program provides a rental subsidy to help eligible households afford a safe and decent place to live in Connecticut. You may qualify if you are a low-income household, a senior, or a person with a disability.

Note: The RAP wait list is currently closed. Certain health or housing transition lists are open by referral only.

CT Housing Hubs  

Find housing services beyond the 2-1-1 system. Hubs offer walk-in, on-site support for employment and training, mental health, re-entry, disability, substance abuse, recovery, and youth.

Housing for Persons with HIV/AIDS

Security Deposit Guarantee Program (SDGP)  

Need help with your security deposit on a new rental? SGDP helps people secure housing by covering the cost of security deposits. Certain eligibility criteria apply and cases are reviewed as they come in.

Assisted Living Demonstration Program (XLS)

The Department of Housing helps fund assisted living for seniors in four specific assisted living facilities. Find out more about the organizations.

Tax Rebate for Elderly or Disabled Renters
