About the Department of Housing (DOH)

We work to help CT residents access quality affordable housing

The Department of Housing manages various programs, services, funding opportunities. We also partner with non-profits, service providers, and municipalities to expand access to housing that is affordable for Connecticut residents. Essentially, we:

  • Assist tenants and homeowners with subsidies
  • Finance affordable housing development for all needs and incomes
  • Support nonprofits and organizations that help residents who experience housing insecurity
  • Help municipalities design and implement their unique affordable housing plans

Our core priorities

Build housing for all

DOH has helped developers complete 14,000 new housing units since 2019. Over 9,000 more are under construction or in the pipeline.

Prevent displacement

We provide monthly rental assistance or emergency support to over 25,000 residents.

Preserve communities

We help new homebuyers with forgivable down payment assistance. In 2025, we allocated over $13 million for infrastructure projects.

Leadership

Meet Commissioner Seila Mosquera-Bruno

Seila Mosquera-Bruno was appointed the Commissioner of Housing for the State of Connecticut by Governor Ned Lamont. As Commissioner, she is responsible for creating and successfully launching two signature Department of Housing programs: Time to Own and Build for CT.

Commissioner Mosquera-Bruno also serves as the Board Chair for the Connecticut Housing Finance Authority (CHFA). She is the Chair of the newly established Connecticut Interagency Council on Homelessness, and the Vice President of the CT Municipal Development Authority.

Contact 2-1-1 to get the urgent housing support you need

If you, or someone you know, is at risk of having to leave their home and having nowhere to stay, call 2-1-1 and press Option 3 to speak with a 2-1-1 Housing Crisis Specialist. The line is open Monday through Friday, 8:30am-4pm.

2-1-1 serves as the front door into Connecticut's Coordinated Access Networks (CAN). Through CAN, we work with partner organizations to help individuals and families experiencing (or at risk of) homelessness get emergency housing and support services.
