The Housing Discrimination Unit investigates all housing discrimination complaints filed with CHRO, regardless of where the discrimination occurred.

CHRO’s Legal Division investigates certain kinds of discrimination cases. When a CHRO investigator finds reasonable cause to believe a discriminatory practice has occurred, the Legal Division also represents CHRO before the Office of Public Hearings. The Legal Division does not represent complainants.

For whistleblower retaliation cases and certified discrimination cases

The Office of Public Hearings (“OPH”) receives whistleblower retaliation complaints. OPH Human Rights Referees also hear discrimination cases that have gone through a CHRO investigation and have been certified to public hearing.
