  Certification process for certified special service providers coming from out-of-state.

• Out-of-State Educator Certification - Enhanced Reciprocity States

  Enhanced reciprocity recognizes select states located in the Northeastern Region and territories to streamline the application process for certification.

• Connecticut Educator Certification System (CECS)

  For expedited processing please use our online certification system to apply for, renew, or update certifications.

• Program Approval

  The Talent Office has responsibility and oversight for the review and continuing approval of educator preparation programs in Connecticut preparing candidates for state certification.

• Special Services Endorsements

  The following endorsements are classified as special services: Speech and Language Pathologist (#061), School Counselor (#068, School Psychologist (#070), School Social Worker (#071), School Nurse-Teacher (#072), School Dental Hygienist-Teacher (#073).

• Approved Courses for Special Education

  Connecticut State regulations require the completion of a course in special education for all applicants seeking certification. The regulations mandate this course be comprised of not fewer than 36 clock hours, which shall include study in understanding the growth and development of exceptional children, including handicapped and gifted and talented children and children who may require special education, and methods of identifying, planning for and working effectively with special-needs children in the regular classroom.

• Coaching Permit First Time Issuance

  A coach (regardless of coaching assignment) of intramural or interscholastic athletics in kindergarten through grade 12 is required to hold a permit
