Funding for assisted living and senior facilities

Connecticut offers financial support, daily operation subsidies, and business development tools to help organizations build, run, or upgrade housing for older adults and residents with disabilities.

Daily operations and assisted living support
Use these programs to offset your facility's daily operating costs, fund on-site staff positions, or subsidize care services within your affordable housing complex.

Assisted Living Demonstration Program
You can use this DOH program to bring tiered medical care directly into your affordable senior housing development. It provides service-delivery subsidies to managed residential communities across four specific demonstration sites in Connecticut, allowing you to fund on-site nursing services and daily living assistance for your residents without transitioning into a full nursing home.

Congregate Operating Subsidy
If your housing authority or non-profit corporation owns or operates State-financed congregate rental housing for adults 62 years old and older, you can use these direct grants to support your operations. This funding helps you cover the overhead costs of providing mandatory daily core services, including housekeeping, 24-hour emergency on-site coverage, and your community meal programs.

𠊎lderly Rental Assistance Program (ERAP)
To stabilize your senior housing facility's rental income streams, you can partner with the Department of Housing (DOH) through this program. Rather than managing separate tenant vouchers, DOH contracts directly with your housing authority or non-profit housing sponsorship to provide reliable, project-based rental subsidies.

Resident Service Coordinator Grants (RSC) / Elderly Rental Registry and Counselor Program
This grant provides your housing sponsorship with the necessary budget to hire a dedicated, on-site resident services coordinator. The coordinator will evaluate tenant needs and connect residents to local medical and community resources, reducing administrative strain on your core facility staff and helping your tenants live independently for a longer period of time.

Facility construction and business diversification
Use this capital program to build new senior housing communities or change your medical facility's business model to support independent living.

Nursing Facilities Diversification Program
If you run a licensed nursing facility, you can apply for funding to change or expand your current business model. This program seeks proposals from care providers who want to create new community-based services. The goal is to help Medicaid recipients get the long-term services and supports they need to live independently in their own neighborhoods rather than in a traditional nursing home.

Closed senior facility programs
The following programs are closed to new site applications and development activity. This archived information is for existing property sponsors.
Assisted Living in Federal Facilities
This special demonstration program allowed licensed senior developments (specifically HUD Section 202 or 236 properties) to offer on-site assisted living care. By enrolling your facility, you could allow low-income senior residents to use State Medicaid waivers or the Connecticut Home Care Program for the Elderly to pay for your resident’s health services.

Housing for Elderly Persons
This program provided direct financial assistance to public housing authorities and certified non-profit developers. You could use these State funds to acquire land, build new senior housing, or completely renovate existing buildings to create safe homes for older adults.
