The Bureau of Information Technology Solutions (BITS) is leading the way to improve the lives of Connecticut residents through technology. As part of the Department of Administrative Services (DAS), BITS stays on the frontier of technological advancements through one of the most highly skilled state workforces in the country.
Our core responsibility is to keep critical services running in the state. To do so, we have released the 2025 IT strategic plan, which seeks to do the following:

The Agency Success team works to build relationships with BITS-supported agencies to better understand and address their needs. The Customer Success Managers (CSMs) gain a deep understanding of their assigned Communities of Business and actualize plans to help improve their strategies and day-to-day operations, while the Agency Success staff use their technical expertise to execute solutions.
What’s a CSM?
A Customer Success Manager (CSM) is responsible for:
Growing and developing a team of experts to better serve our customers
Redirecting customers to the appropriate resources
Overseeing application development, production support and quality assurance across the agencies
Facilitating agency initiatives and projects through architecture, digital and governance process
Acting as the agency's direct point of contact and escalation with BITS
Building an in-depth understanding of agency goals, business, standards, policies, and mission
Deepening relationships with other states, federal partners, municipal and industry resources in order to better understand and solve challenges
Developing and implementing IT support and communication mechanisms with agency users
Devising creative solutions on how to leverage technology to meet business needs
Distributing communication to and from BITS and agencies, including priorities, status, customer satisfaction and more
Assisting Vendor Management with the procurement of agency-specific IT needs and coordinating RFI/RFP/Bids and Contracts
What is Architecture & Strategy (AS)?
Architecture and Strategy bridges the interconnected components of BITS business to align agency and CT citizen’s business needs with changing customer expectations, regulatory needs, and risks opportunities.
The team captures BITS' enterprise components through the creation of business models, data models, application patterns, infrastructure layouts, and more. We then use these tools to implement data-driven solutions that manage risk and cost.
Compute Services supports the engineering and delivery for several state services. We also help with disaster recovery and provide safekeeping of the state's data. We are made up of four teams:

Through close collaboration with all state partners we work to discover, design, develop, test, and implement new technologies based in human centered design.
What is Infrastructure Services (IS)?
We are a group of six specialists in a Center of Excellence team: Oversight, Core Network and Security, Edge Network, IT Facilities, Wide Area Network, and Unified Communications. Each group brings a diverse agency heritage, combined with specific technology expertise.
What is Security, Risk, and Compliance?
We’re your Cyber-security team. We manage technology risk, security, and compliance so that state and personal information that you share with the state stays safe.
We evaluate security risks and help create plans to lower risk or fix security breaches. We also work with Executive Branch agency leadership to help them address security and compliance risks.
What is Workforce Development (WFD)?
We develop and engage employees and contractors throughout BITS - with the ultimate goal of making the State of Connecticut a great place to work.
We create strategies to utilize our in-house experts (that's you!) to guide training, keep employees in-the-know, and engage one another to have a fulfilling, enriching experience at the State of Connecticut.
What is Workforce Enablement (WFE)?
We oversee these needs of the state:
CT’s Service Desk - to track and resolve problems for all BITS agencies.
End User Device Support - to manage user computing devices.
Device Management - to provide the management and supporting systems of the end user devices, and support of the Microsoft 365 statewide agreement, including the statewide email system.

How BITS helps
Analytics & business intelligence tools
We are glad to offer this kind of software. This service helps you use tools to understand and analyze data. You can create reports and predictions using expert databases and thorough information. You can also better understand, analyze, and predict business data.
Application delivery controllers
Maintain a smooth and safe network. The App Delivery Controller balances the load, handles security, and ensures high availability. You can often use an App Delivery Controller through various devices that work together across different data centers.
Automation services
BITS Data Center Operations uses a computer program called Computer Associates ESP. This program helps government agencies plan, track, and manage tasks that are scheduled or happen because of certain events in all their computer systems. That way, automation organizes and keeps everything running smoothly.
BITS Payment services application
We created the BITS Payment Services Application for all state agencies. This tool helps you safely process credit card payments.
Biznet services
Biznet Services is a DAS application. You can use this tool to develop and support your apps. The platform hosts more than 100 applications for agencies.
Custom application development
DAS and BITS comprise the Applications Development Group. Together, these teams design, blend, and create computer systems. These systems help all DAS agencies and services.
Data center operations services
BITS offers Data Center Operations. This service is for state agencies. The center oversees and reacts to statewide network, data center, or system events 24 hours daily.
Data integration
Data Integration combines different data sources. That way, users have one blended view of this information.
Database administration
Database Administration helps design database strategies. It also improves performance, plans for future growth, and fixes damaged databases. Database administration oversees different vital parts of IT. These responsibilities include managing the system, space, performance, security, database models, schemas, and backups.
Distributed platforms
BITS Server Management offers a safe and highly available virtual hosting service. This support is for statewide applications and services.
eGovernment services
CT Interactive helps businesses and citizens interact with the government electronically. It offers mobile applications, state portals, content management systems, and more.
Enterprise content management (ECM) solutions
DAS/BITS is pleased to offer ECM as a service. This software creates a consistent way to organize and store documents.
Enterprise file and print
Enterprise File and Print uses Microsoft’s Windows Server platform to help employees efficiently store, share, and print documents within a networked environment. This service is safe, flexible, and available. You can print and store easily, thanks to these services.
Enterprise infrastructure services
The BITS Unified Communications Division takes care of everything for agencies that are related to computers and communication.
Enterprise application hosting and support
Provides app server hosting for DAS BITS apps. The app works with agencies from the beginning of projects to the end.
We will help with the following tasks:
Figuring out the architecture's needs
Giving tasks to our team to handle different parts of the project
Helping the team who makes computer codes for our website
Supporting and fixing sites or computer programs, even after we finish the project
Making sure everything runs smoothly on the computer system
Putting in new codes to make the website work better
Making certain the website is secure and doesn't have any problems
Using software to keep an eye on the computer and get alerts if something is wrong
Ensuring changes to the project are done carefully and with permission
