  On July 22, 2014 President Obama signed into law the Workforce Innovation and Opportunity Act (WIOA – Public Law 113-128). Funds for federal grants are authorized by the Workforce Innovation and Opportunity Act (WIOA) of 2014, Title II, Adult Education and Family Literacy Act (AEFLA), Public Law 113-128.
