• Community First Choice

  Are you or a loved one living in the community and need assistance to remain there? The Affordable Care Act created an optional State Plan service which will allow eligible individuals to access Personal Attendant Care (PCA) and other services and supports through self-direction.

• Medicaid Methadone Clinic Reimbursement

  The Office of Reimbursement and Certificate of Need (CON) is responsible for establishing Medicaid reimbursement methodologies for chemical maintenance clinics (methadone).

• Medicaid Access Monitoring Review Plan

  Effective January 1, 2016, the federal Centers for Medicare & Medicaid Services (CMS) adopted regulations at 42 C.F.R. §§ 447.203 and 447.204 that require state Medicaid programs to ensure Medicaid members have access to covered services.

• Med-Connect (Medicaid for Employees with Disabilities)

  Medicaid for Employees with Disabilities, also known as MED-Connect, provides medical assistance to employed individuals with disabilities. Enrollees can earn up to $75,000 per year and qualify for full Medicaid/HUSKY Health coverage.

• Section 1115 Demonstration Waiver for Substance Use Disorder (SUD) Treatment

  As part of the U.S. Department of Health and Human Services’ effort to combat the ongoing opioid crisis, the Centers for Medicare & Medicaid Services (CMS) created an opportunity under the authority of section 1115(a) of the Social Security Act for states to demonstrate and test flexibilities to improve the continuum of care for beneficiaries with substance use disorders (SUD) including Opioid Use Disorder (OUD).

• Certified Community Behavioral Health Clinics

  In August 2015 the State of Connecticut, specifically the Departments of Social Services, Mental Health and Addiction Services, and Children and Families, submitted an application for the Substance Abuse and Mental Health Services Administration (SAMHSA) funding opportunity 16-001, Certified Community Behavioral Health Clinics Planning Grant.

• Continuing Care Facility

  Continuing Care Facility (CCF) are required to register with the Department of Social Service by filing required disclosure documents. The Disclosure Statement provides residents the necessary information regarding the nature of the program, financial considerations, rights and privileges under the Residency Agreement.

• Children Health Insurance Program (CHIP) State Plan Amendment

  HUSKY B is Connecticut’s Children’s Health Insurance Program (CHIP, also known as Title XXI). HUSKY B provides a free or low cost health insurance program for children and youth up to age 19 for families who are not income eligible for HUSKY A.

• Residential Care Homes (RCH)

  Connecticut Residential Care Homes rates are set in accordance with state regulation. Cost reports for privately operated facilities are also used for rate setting purposes.

• Certificate of Need (CON)

  The Department of Social Services is responsible for the Certificate of Need (CON) process for nursing homes, residential care homes and intermediate care facilities for individuals with intellectual disabilities.
